Abstract: The current Robotics Collaborative Technology Alliance (RCTA) has, as an integral part of its program plan, the requirement to conduct periodic assessments on maturing technologies. This report documents the planning process for an initial baseline assessment and presents detailed guidelines for experiment conduct. The snapshot of that process presented here is in the form of a working document produced toward the end of the planning cycle. Its value to the RCTA community is in serving as an example of how the RCTA will approach assessments in terms of formal experimentation. The motivation for releasing it as a working document is to provide greater insight to the development of an experiment than is customarily included in a report documenting the results of the experiment. The intent is that this will be helpful to RCTA members as they plan future assessments of RCTA technologies.
