Welcome to the
home page for the U.S. Army Research Laboratory's (ARL's) Collaborative
Technology Alliances (CTA) Program. On 31 May 2001, as a result of a
competitive procurement ARL established five CTAs in the areas of Advanced
Decision Architectures, Advanced Sensors, Communications & Networks,
Power & Energy, and Robotics. The projected scope of each CTA is
approximately $35 million over five years and $20 million for a three-year
option. The Advanced Sensors CTA ended in May 2007, except for the
Technology Transition Contract, which will remain active through September
2009. The Power & Energy CTA ended in December 2007, except for the
transition contract, which will remain active through September 2009. A new
CTA, Micro Autonomous Systems and Technology (MAST), was awarded in 2008.
A significant aspect of the CTA
program is the establishment of a Research Management Board (RMB) for each
CTA that extends participation in the Alliances to other Army organizations
and other government agencies including other Services. Each Alliance is
managed by a senior ARL representative designated as the Collaborative
Alliance Manager (CAM). A provision of the CTA program allows ARL the
right to withhold up to 10% of the annual funding amount to fund innovative
research done by parties external to the CTA program for innovative
