Small Business Innovation Research and Small Business Technology Transfer
The Small Business Innovation Research (SBIR) and the Small Business Technology Transfer (STTR) programs are key bridges that allow the U.S. Army Research, Development, and Engineering community and the small business community to collaborate on topics of mutual interest which support both the warfighter and other Army RD&E goals.
The goals of the SBIR Program are:
1. Stimulate technological innovation.
2. Use small business to meet federal R&D needs.
3. Foster and encourage participation in technological innovation by socially and economically disadvantaged small business concerns (SBCs), and women, minority and veteran owned small businesses.
4. Increase private sector commercialization of innovations derived from federal R&D thereby increasing competition, productivity and economic growth.
The purpose of the STTR program is to stimulate a partnership between innovative Small Business Concerns (SBCs) and Research Institutions through Federally funded research and development.
The Army SBIR program is designed to provide small, high-tech businesses the opportunity to propose innovative research and development solutions in response to critical Army needs.

The Department of Defense Office of Small Business Programs launched a new entrepreneurship training program, called Velociter on 16 March 2016. Velociter is a virtual entrepreneurship training program specifically designed to help SBIR/STTR Phase II firms prepare for commercialization, transition, or Phase III.
