Army researcher selected for Fulbright Senior Specialist Fellowship in Lithuania

ADELPHI, Md. (Oct. 12, 2018) -- An engineer from the U.S. Army Research Laboratory has received a Fulbright Senior Specialist Fellowship at Vilnius Gediminas Technical University in Lithuania.

Dr. Charles Kamhoua, an electronics engineer who works in the laboratory's Network Security Branch, will begin his fellowship Oct. 15 and will return to the lab at the end of November.

Kamhoua was notified by a congratulatory letter from the President of the United States on his selection to represent the United States as a member of the Department of State Exchange Program.

The Fulbright Specialist Program sends U.S. faculty and professionals to serve as expert consultants on curriculum, faculty development, institutional planning and related subjects at academic institutions abroad for a period of six weeks.

As part of his duties at the university, Kamhoua will be delivering two weekly seminars on game theory applied to cyber security, cyber deception in the Internet of Battlefield Things, or IoBT, cloud security, hardware Trojan detection, cyber threats information sharing, cyber insurance and blockchain.

The first seminar will be for students and the second for faculty and staff.

"This fellowship will offer me an opportunity to demonstrate American values and display leadership in a key allied country," Kamhoua said. "In addition, the seminars that I will provide will be an opportunity to build future research collaboration."

At ARL, Kamhoua is responsible for conducting and directing basic research in the area of game theory applied to cybersecurity.

Particularly, he will share his ongoing research on cyber deception in IoBT that allow a proactive defense of military networks by acting very early on the cyber kill chain.

Prior to joining the lab, he was a researcher at the U.S. Air Force Research Laboratory in Rome, New York, for six years, and an educator in different academic institutions for more than 10 years.

Kamhoua has held visiting research positions at the University of Oxford and Harvard University.

He has co-authored more than 150 peer-reviewed journal and conference papers, is a co-inventor of a patent and holds six patent applications.

Kamhoua has been at the forefront of several new technologies, co-editing three books at Wiley-IEEE Press entitled "Assured Cloud Computing", "Blockchain for Distributed System Security" and "Modeling and Design of Secure Internet of Things", forthcoming.

Kamhoua has mentored more than 60 young scholars, including students, postdoctoral researchers and Summer Faculty Fellows.

He has been recognized for his scholarship and leadership with numerous prestigious awards, including the 2018 ARL Achievement Award for leadership and outstanding contribution to the ARL Cyber Camo (cyber deception) project, the 2018 Fulbright Senior Specialist Fellowship, the 2017 AFRL Information Directorate Basic Research Award "For Outstanding Achievements in Basic Research," the 2017 Fred I. Diamond Award for the best paper published at AFRL's Information Directorate, 40 Air Force Notable Achievement Awards, the 2016 FIU Charles E. Perry Young Alumni Visionary Award, the 2015 Black Engineer of the Year Award, the 2015 National Society of Black Engineers' Golden Torch Award—Pioneer of the Year and selection to the 2015 Heidelberg Laureate Forum.

He received a bachelor's degree in electronics from the University of Douala, Cameroon, in 1999, a master's degree in telecommunication and networking from Florida International University in 2008 and a doctorate in electrical engineering from Florida International University in 2011.

Kamhoua is currently an advisor for the National Research Council postdoc program, a member of the FIU alumni association and Association for Computing Machinery, and a senior member of the Institute of Electrical and Electronics Engineers.
